About the Core Gender and Development (GAD) Indicators

In May 2021, the Updated Philippine Core Gender and Development (GAD) Indicators were approved and adopted by the PSA Board through PSA Board Resolution No. 08, Series of 2021. The Core GAD indicators framework serves as the basis in the generation and analysis of gender and development indicators in the country. The updating of the Philippine Core GAD indicators took into consideration the various GAD indicators systems such as the United Nations Statistics Division (UNSD) Minimum Core Set of Gender Indicators, UN Economic and Social Commission for Asia and the Pacific (ESCAP) Regional Core Set of Gender Indicators and Ministerial Declaration, the Sustainable Development Goals (SDGs), Asia-Pacific Economic Cooperation (APEC) Women and Economy Dashboard, and the Gender Equality and Women Empowerment (GEWE) Indicators. The main considerations for the indicators to be included in the updated list of Philippine Core GAD are: (1) regular availability of data or there are current and concrete efforts being done to make them available; and (2) relevance of the indicators, either as part of the original Core GAD Indicators Framework approved in 2001, or is included in at least four of the gender indicator systems mentioned above. Furthermore, the PSA shall regularly monitor the updated list of Core GAD indicators through the annual updating of the Factsheet on Women and Men, and the Statistical Handbook on Women and Men in the Philippines. Moreover, all concerned government agencies are enjoined to provide the necessary data support to monitor these indicators.

PSA Issues Updates on Women and Men in the Philippines

In line with the celebration of the National Women’s Month every March, the Philippine Statistics Authority issues a Factsheet on Women and Men in the Philippines, which includes the updated Philippine Core Gender and Development (GAD) Indicators and other latest statistics on women and men in the country. This year’s edition contains   120 indicators covering 20 socio-economic sectors and gender concerns, namely:         

  1) Population;                                            12) Environment;
  2) Health and Nutrition;                             13) Tourism;
  3) Economic Status;                                  14) Trade and Industry;
  4) Education;                                             15) Public Life;
  5) Work and Economic Participation;        16) Institutional Mechanism;
  6) Social Protection;                                  17) Sustainable Development Goals
  7) Social Welfare and Development;               particularly on Goal 4 (Quality Education)                
  8) Violence against Women;                            and Goal 5 (Gender Equality);            
  9) Violence against Children;                    18) The Filipino Youth;
  10) Media;                                                 19) Women Empowerment; and
   11) Agriculture;                                          20) ASEAN  indicators.

The Factsheet, which can be accessed through the following link: //hkdma.com/gender-stat/wmf,   includes data from the latest surveys, statistical reports and publications such as the 2021 Labor Force Survey, 2021 Survey on Overseas Filipinos, 2021 Family Income and Expenditure Survey, 2022 National Demographic and Health Survey, and from administrative data sources such as the Enhanced Basic Education Information System (EBEIS) of the Department of Education (DepEd) and Higher Education Management Information System (HEMIS) of the Commission on Higher Education (CHED), among others. It hopes to provide relevant and user-friendly information on gender issues that are deemed important to planners, researchers and other users for evidence-based gender and development advocacy, planning, programming and policy setting.
